If it shifts well into gear, but doesn't want to go into neutral, make sure the idle is low enough as noted above, most specs are 500-600 in gear in the water, that usually translates to 650 on the hose in the driveway. The ESA has to work for it to shift to neutral, so if you don't hear the engine briefly stutter as you try to hit neutral that is a suspect area. A sticky or maladjusted transom shift cable can also cause this. Finally there is a pocked in pivot housing (part of the transom that the drive bolts to) that can get packed with crud if the transom gasket does not seal right. It can get behind the bellcrank and cause shifting to be difficult. I always clean out that area and pack it with triple guard grease (OMC/Bombardier grease).
