Gear oil mixed with water will appear milky. Do you mean the oil is leaking from somewhere forward of the prop or from the exhaust opening at the prop? Is it leaking fronm the lower unit drain plug?

Better check the lower unit oil for milkiness.

If you pull the drain plug and it looks milky, have the whole lower unit resealed.....

Judging by your responses, have a mechanic reseal it. No offense... The drain plug is a screw/bolt located on the side of the lower unit below the gearcase(driveshaft) housing. Use a screwdriver and unscrew it until some oil starts leaking out. May have to use quite abit of effort to break it loose.

Boy, I can't remember. I had a 18hp Evinrude resealed by a guy who worked out of his house right b/4 I sold it. He had been working on Johnson/Evinrude's solely for 30 years. I "think" it was less than $100. $75 maybe. I just don't remember, sorry.
As far as using it now. If the oil is looks like coffee cream, I would fix it first to be on the safe side. The oil will mix with the water so you shouldn't have a catastropic failure unless it leaks so bad that you drain out pure water too. I guess I wouldn't take a chance. A reseal is alot cheaper than a rebuild....
