ive seen goo like that on several boats fuel tanks before, but never nearly that much. its possible your tank may still be useable, i would do like you are saying and replace all the hoses, and then use your squeeze ball and take a fuel sample. The sender should pick up pretty low in the tank so if there is water or anythign bad you should see it. If you ahve something clear to pump the fuel into, it helps. If everything looks good just put a new racor on there and you should be ok for a while. I just hope your tank isnt too rotten and leaking somewhere.
as far as gettting new hoses, just bring some pieces of your old lines with you, the vent is usually 5/8" i believe, and the fill is 1 1/2", the line to you motor will depend on the motor hp, im guessing 3/8" if you have a 80 gallon tank. But like i said, dont take my word, bring the old stuff with you to make sure you are getting the right sizes. and obviously replace all the clamps with new ones, and double clamp!
