That is the "Idle Relief Vent."

When the boat is at rest or moving slowly, the exhaust snout is buried very deeply in the water and backpressure can build up to the point where the engine will idle poorly or even stall. Under these conditions, exhaust comes out this tube (along with cooling water) and relieves the backpressure, improving the idle.

By the way, get rid of the bungee cords tight down for that motor. It's much safer to use ratchet tight down strap. Bungee stretchs under load.

I tried to take a closer look at ?What Is This? during the 2010 check-up and this was all I could see. I knew it had to do with cooling water and exhaust but no name or why/how. Not knowing the name, I might have said ?cooling water port? w/o mentioning the exhaust I could see mixed with the water. My search was to actually see where they mixed deeper inside vs at this road-block.

Now I Know! JOW

Actually I do feel kind of dumb. I should have connected the dots when I didn't see any water coming out of anywhere when running it......then taking it to the lake and having it sieze in the middle of the lake because it overheated....hahahaha....ugh!!
