I would look at it from a different point of view- figure out how much weight the back of your boat can handle and compare various outboard hp's based on weight. Two-strokes are currently much lighter than 4-strokes, and also cheaper I think. I just received my 25 yamaha that I had on order since Sept. The reason I got it was it's 106 lbs for 25hp vs 111 lbs for a 15hp 4-stroke merc and 157 lbs 25hp efi merc. They are definitely being restricted by the epa and state gov'ts. My dealer said he would have no problem getting it for me other than having to order it and wait, but he wasn't clear whether there would be absolutely no 2-strokes in the near future as in no longer manufactured, and I thought he said there was a limit on the number being sold or could be ordered. Onlineoutboards is advertising $3k or $3100 shipped for a 2-stroke yamaha 25, shipping cost included. I considered them till I talked to a good dealer here and got mine after 6% tax + a gallon of oil and pint of ringfree for < $2800. I would be weary of the online sales, go through yamaha or other manuf. website to find a good distributor. If you really want an outboard and want a 2-stroke for whatever the reason, I wouldn't wait to long or you will be buying a 4-stroke regardless.
