The motor looks like a trim pump motor. But I wonder wit it sitting by that hole mabye ther was something in that hole that had a motor to power it. Some bilge pumps have a built in float so you don't burn them up

I was gonna rebuild the distributor but it looks like it was just done,
depends on what ya mean by rebuild. if ya mean R&R points, rotor, capacitor, and cap by all means, R&R them. i do this as yearly pm. every spring. if you mean rebuild as in getting new bushings i'd see how it runs first, if ya can see dwell variation on your dwell meter or ya can't get it to run right. i'd take it to a dist. shop and have it tested on accurate machines.
ya might take the plate that the points mount to off and have a look at the centrifugl advance weights and springs, lub them, make sure they move free. you can kinda test them by turning the rotor when the engine is stopped. you should be able to turn the rotor one way or the other, can't remember which way and then after turned it should spring back to it's original position. of course set dwell and timing after R&Ring the points. dwell effects timing.
Second I found some "stuff" sitting on the bottom way in the back. One is a bilge pump, and the other is.. well i have no idea.
is your blower intact? your bilge blower, aristocrafts have odd ones. a squirl cage blower. this is the fore view.

the blower motor is on the back side of where the hose is attached to it. i think that motor in your bilge is the blower motor that's disassembled itself from the squirl cage? this also answers your third question. the blower hose goes into that hole in your deck. from that hole it goes into the ski/fish locker. it's the hole ya see on the inside of the ski locker thats at the aft starborad side of it. out of the ski locker the hole goes out the aft end of the ski locker back into the bilge. if you can call it that for us.

your bilge pump shouldn't need water to operate. unless it has a float switch. if it has a float switch it does need to have water to float it or you need to manually operate it up to simulate water in the bilge. fwiw, my bilge pump is not the automatic type. ya turn it on on the dash and it's totally controlled there. on or off. i'm not familar with your pump. you need to find out what variety it is. auto or manual. looks kinda dirty. take it out if you can and clean it up and see how it works. there very simple pumps. i had to clean mine all up when i got mine too. it was filthy... and not working proper. cleaned it works just dandy now..

Well my tilt/trim doesnt work at all right now, so if that is the motor that could explain some things.

I dont recall seething anything like the picture you posted. No hose to go into that hole or anything to connect to. The picture of the "motor" I posted could be a blower, but I dont think it is, theres nothing on the motor for a hose that size to clamp onto. Also what is the blower even for?

ya see the flange end. the end that has the screw holes. this bolts to the starboard side right behind the starboard seat, on the inside of the engine compartment. the none flange end of this assy. has the hose attached to it. it routes to the hole in the deck your questioning.

i believe you can remove the motor from the cage. that's why i think it's that motor. go to the service manual for a pic of the trim motor. best i can do there for ya...

the bigle blower is like a super, really gotta have item in a i/o boat. be sure it works.
you may have a sticker on your dash that says run blower for 2 mins. prior to starting engine. the new updated uscg rule is now 5 mins. the best of my knowledge. yep, don't start your enigine. run your blower 5 min. prior to turning the key.
the reason for the blower is to remove fuel fumes that are heavier than air that go to their lowest point. in a boats case the bilge at the very bottom back lowest point. when mixed with air these vapors only need a spark from anywhere to ignite. kaboom goes your boat and you. very dangerous.
so anyway, it's a must have item.

Ok looking at those pictures I'm pretty sure that motor is the blower motor, its just not connected to the piece that is connected to the boat/hose. Im starting to think your a genius. Glad you have the same boat as me, and once again thanks a lot.

nope, not me, just three years of pokin around trying to get things up to snuff. glad i'm able to help. i've been helped a lot by folks here too. that's what this forum seems to be about, helping our fellow boaters out...

i also had a real benefit for my boat.it pretty much sat for 15 years under cover. unscathed from the years. it had very minor mods to it from the oem. so everything is like it's supposed to be more so that many old boats that folks have got a hold of and engineered them to their liking..

fwiw. the blower motor assy i believe is one of the items available from aristocraft too. new... i've replaced mine.
