    I didn't even see you holding that plug at the bottom lol. That spark looks weak as well. Next step I'd do is to put a tester or plug on the coil wire and see if the spark is better/faster

    The oil pressure switch is probably bypassed. Power likely comes off the purple ignition wire somewhere, maybe coil positive or choke. Follow the positive back from the pump to see where it goes.

    It isn't really adjustable, but a corroded/sticky pivot bolt can keep the plate from moving freely. The return spring can also have the wrong tension, which may make the plate harder/easier to move in one or both directions
