recalling there is a simple trick to R&R the head/head cover. You might pass that along to the OP.

Try some CocaCola on the corrosion, or baking soda on dry, followed by vinegar.

    Motor compression test

Agree. With a different gauge and a little hope, test again. Then try a little two cycle oil in the 70psi cylinder and see if compression improves (actually, you might do that with all cylinders). Look for gauges in the cylinder walls, particularly the 70psi cylinder. Remove the exhaust...

    15hp johnson age differences.

get the '86 as a parts motor. Not sure, but an early '86 may have had the t.stat at the bottom, unlike later models. If so, use the head cover from the '90.

May need more coffee, but believe you need to do as you suggest and assemble so the spring is tightened when the pully turns clockwise to start the engine.

70 HP vs 90 HP Evinrude: Which to Buy?

Get model numbers. Compression checks before purchase a good idea, as you suggest -- might take a spark tester with you as well to see if ignition needs to be worked on before use. On the 70, see where the tell-tale elbow and hose is located and take a pic or make a note.

Only runs while hitting primer key

IMO, decarb products work about the same if application is the same. It might be useful to clean the tank separately from the carb (or start with a new tank and lines).

    adding electric start

Try some graphite on the drive, unless it's clearly a misfit. Beyond that, need a strong/clean starter, and shiny wire ends all around.

Only runs while hitting primer key

I would disassemble and soak the top and bottom of the carb in the solvent of your choice. Open the core plug on top before doing so. After soaking, spray out all openings with carb spray, with special attention to the three holes under the top plug, and the jets on the top front under the...

    adding electric start

If you have a bracket for the '58, I would buy it. Starter should be easier (may need a rebuild). ARCO a possibility for a rebuild, or a rebuilt model if they have one in stock.

82 Johnson 15hp wont start after run

fuel/oil ratio is 50:1, contrary to what may be shown or heard (100:1 was discontinued if that ratio shows up somewhere). +++on impeller replacement. Test the top of the head for temp. -- too hot to touch is too hot to run. (should run at 120-140F when measured with an infrared tester. Don't...

    1996 4 stroke Johnson 15hp

Looks good. I would try to locate a factory repair manual (maybe Ebay), change the engine oil and filter, change the lower unit oil and install a new impeller, maybe a set of plugs. The length between the top of your mounting board and the plate above the prop should be close to the transom of...
