Does the 1989 70hp have the power trim pump that is external to the motor with 4 hoses?
If so, it should work on the 1982.
You'll have to look at both motors and see if the mounting points for the rams are in the same place.

Muffs might be hard to find for that, which is why I use a tub or barrel.
Chances are the carb will need to be dismantled and cleaned.
For what it's worth, I know a few people who have bought the 115hp-150hp merc 4strokes in the last 10 years and not had any issues with them.
These are not high hour users. Just seasonal.
Gap should be .012" - .016"
How did you check for spark? If you used some sort of spark tester that probably won't work. You have to make sure the plug is well grounded and check for spark across the electrodes in a dark place.

Are you sure the drive is able to trim in all the way towards the transom?
Also, your prop, speed and rpm numbers seem odd.
With a 15" pitch prop you should be over revving by a lot at WOT.
A 14.25" x 21 or a 14.5" x 19 should work well for that boat.
The CDI coil looks like that. I don't know what the points version would look like.
If there are points they would be under the grey pulley.
Check for spark in dark place first.
Both plugs fire at the same time.
