I just remembered that I DO NOT ever drain out any E10 gas in the riding mower tank. Just close the tank valve. Then run the line and carburetor dry at idle speed. Been doing it for decades. Every winter.

Did you RUN COMPLETELY dry all the carburetors of gasoline at end of last time ?
Or just stop the engine and store it ?
If you just stopped the engine ? Then a lot of dried up gasoline is in all the fuel passages.
Check the carburetor throats of all carbs for mice packing them with nesting material. My motor. Crammed full with white seat cushion material. Ran as quiet as a 4 stroke. (y)
A complete parts motor. Not the junk motors that are parts taken off of already. 1 old motor in 50,000 will have all the perfect parts you will need. With a wiring diagram you will need. Not a chance.
Surprise on my bought brand new in 1986 28 SPL rope start. It came with AC coil and rectifier. Factory wired in and working. Still does. I later added a full Remote Control Panel.

A vacuumed down gas tank will take hours to leak out a complete vacuum.
Great observation about the screw being closed. Somebody did it. It could have vibrated straight down ? Back it open and put a little pressure on the screw to make sure it does not drift down again.
I would wipe off REMOVE all water stains from ALL surfaces. Then start running the boat to pin point where and HOW MANY leaks you have.

I read your first post. Also the age of the boat. Sure sounds like the boat was FLOODED at least 1 time. To have so many and much voltage drops everywhere. Fuses and WIRING. DO NOT ever corrode. If never flooded.
