    Post #10 has the answer. The battery clamps are dropping the voltage. Due to so much of the clamp surface being corroded away

    The starter BATTERY wires are all overheated and now drop a lot of the voltage and current in them. Do some voltage readings with a volt meter.

    I get the boat SUPPORTED ONLY by the keel and bow rollers first. the start leveling the boat to the FLAT ground surface under the trailer. WAIT!!!!!! fill all tires to the same pressure. Then start the leveling. It is NOT NOT critical. Eyeball level is good enough.

    Bought a new Tachometer, Timing light / gun, Infrared Laser thermometer and a grease paint marker.

    Timing is retarded about 40 degrees. New timing light confirms it with the remove sparkplug way. Too weak to do the 100 foot pound safety nut removal.

    It sounds like the ...Neutral Dead Band.... has become too small. Some P S systems have a adjustment to reduce or increase the neutral dead band amount. Also Low fluid level. Slipping belt. Worn out pump. Also a sticking Pressure Relief Valve. I forget a lot now.

    It sounds just like a fan / air pump. Does engine have a E G R Valve ? Remove the EGR and plug closed both open ends of the tubes.
