    your numbers look good, however, I recommend to check the timing. I had a boat that would fire out the intake like an AK-47. Timing was off. After setting to the required location, no more issues.

    Your IAC readings look perfect. It is near full open at 3500 so if you close the throttle rapidly, the engine won't stall, and has some air to burn the still flowing fuel with.     That is caused by bad recirculation check valves. Easy fix, just buy the new oil recirculation check valves or take the old ones apart and clean then out. They sometime like to stick. They act like a pump which sucks the oil from the bottom of the crankcase and puts it in the top.

    All I can say (may be obvious) is that high idle rpm is caused by two things: 1. carb settings (too lean or throttle not fully closed) 2. too much timing advance. You could be dealing with both.
