    Yes it should start even with the low compression on 4 What is the motor serial number? Have you checked for spark, and if so how?

    In the pic above, note the Red wire coming from the Bat. Look for large red or red/purple wire. This will go to one connection on each relay. Need to see if it has 12V (need a voltmeter)

    The 2 beeps is the ECM powering up so the Main Power Relay (MPR) has energized. The fuel pump not turning ON means either the ECM is not applying a ground to the Fuel Pump Relay (FPR) or the fuse is blown. Swap MPR with FPR and see if you still get the 2 beeps.     For the timing to be 50* advance either the balancer has moved or your using the wrong plug to set timing (Ford/Chevy thing, Chris post 4). Only way I know without taking the head off to find exact TDC is with a stop bolt.
