    Yes you can. It will get you close but when you have back pressure on the exhaust while in the water and in gear it will change things a bit and that the best time to dial in the fine tuning.

    I’m assuming you have this motor back together as you said it’s running better. Did you reuse the head gasket or replace it? Some will disagree but in my eyes head gaskets are a once an done gasket. Once they are compressed they won’t seal properly again.

    What makes you think it’s not opening? Is it not pumping water or you just think its hot? It should still pump even before t-stat opens
