Only have done the annual maintenance. The valve is still attached and the small tip remains visual on top. I did take the old off and clean under it thinking maybe there was a small something under it. Reinstalled and tried again, and it build and leak again.
My Rinker is 26 years old and the drive lube bottle started leaking lube. I tell others that its the drive lube cap but never had the actual problem, and this time got to test. Bought new bottle and just put the new cap on the old bottle. All good no bubble up or leaking.

Most likely its the O ring seal between the upper and lower. The seal was pinched or left out

OK, the drive is installed and you assume its leaking from the water inlet, or you removed the drive and verified its leak from the water inlet?
If this is an assumption, then I would think the leak is in the shift shaft
