    I would say your issue is in the throttle handle. There are 2 cables and the internal mechanism is not working correctly. Needs repaired or replaced

    Have not seen the issue with cold, but your testing pressure is to high. Better to use 5 psi, and no more then 10 (5 to 7 best) The lip seals face inward, so the higher the pressure the tighter the lip is pressed against the surface. Also goo to test with a vacuum gauge if pressure holds...

    Diesel will work, but keep in mind you don't want a lot. Just trying to get something in there to displace the water and lube the cylinder walls. The longer the water is in the cylinder the more damage it can do. As before, wd40 will work, get something in it now
