    Yer good as long as there are no leaks....bulb does not have to get/stay hard to run. Its only purpose is to prime carbs.

    Reeds are fine and smoke is normal as it probably "spit" right before it died. Make sure you did lose the lil metal tad that couple the carb linkage

    Replace the fuel lines and bulb the clean the carbs. Bet the fuel line liner has degraded and restricting fuel supply and blocking high speed jets. Looks like a aftermarket grey line...

    The OP 2001 60Hp is a 'baby L3" motor with the 75-115Hp metric lower unit. Same unit that has been used from 1991-2014 in 2:33:1 ratio.

    The green finish is a anti-rust sealer coating, when installing ,it will seal the OD of seal to ID of bearing housing but it has to be installed with a straight push, no cocking or walking in.

    If it has no leaks internal or external, and is a aftermarket line or bulb most likely the primer bulb. I only use OEM bulbs as the aftermarket ones the check valve/s fail.

    I reread your testing...you should measure the blk/yell to stator base and should read 3200-3650 ohms and the blk/wht should be 150-250 ohms.

    Yes you should get a reading and yes I have replaced several failed ones. The 2nd stator is for battery charging.

    On a 3 cylinder motor #3 will be a tad darker due it being supplied a lil extra fuel from recirc system to bottom bearing. Same way on a V-4 as #4 and #6 on a V-6.

    No......remove seal and o-ring. Place new bearing in freezer overnite. Place head on top of small coffee can. Pre-heat oven to 450° and insert. You will hear it fall out into can. Remove can and flip head over. Grab new bearing from freezer and drop in head. let cool and install new seal.
