From the looks of the design, it appears that after installing the longer riser, you just need a longer item 20 hose. I'm not seeing the part number for a longer hose, but I have bought exhaust hose and cut to fit

You said its a "inboard" but the 4.3 is normally not used with inboard applications. They are normally used with Gen 2 outdrives. With an outdrive you would have an I/O (inboard with outdrive). So if you have an outdrive then the impeller is inside the lower section of the drive

Might be the gear switch. If the motor thinks its in neutral there will be an alarm. Disconnect it and see if that fixes the issue. You won't have the interrupter switch
