    Well, this is an 1987 70 hp rude...it's mounted closer to the starter. I'd make sure you have adequate clearance.

    Another possible issue is your starter wire looks awfully close to contacting a ground. Check clearances. Might have been a blessing in disguise that you wired the solenoid wrong...in fact I think maybe the solenoid is in its mount wrong. I have a 70 so I'll go check.

    I found your problem. Evinrude doesn't use the I and the S on there's. The I stands for ignition and the S for start. The S in this case means Start, but by completing the ground. You have it wired in reverse. The hot signal wire goes to the top mini nut or what should be the I...and the...

    The solenoid doesn't ground through the body (notice the rubber mount). The neutral switch completes the ground allowing the engine to only start in neutral. That's why they have it. Your comment though did help me to identify the op's problem. Scroll down to see it

    Now touch the hot lead that goes to the solenoid and then the small nut on the solenoid....not the ground obviously.

    Let's work backwards. Take a heavy gauge wire and touch these two connections. There will be sparks so be careful. Post the results.

    Car jumper cables...engine ground last connection. It has to work. Post a picture of these parts.

    12.5 to the starter... it should be cranking. Pull the starter apart and examine it. Might just need a cleaning and a new brush kit.

    If your doing a direct feed from the battery to the starter and it doesn't do anything your starter is no good.

    See if you can manually turn the starter with a wrench. Is it 12 volts (which is a dead battery) or did you get 12.6 or 12.7 volts? That's a full battery.
