    Not really …for water to be up that high it would be at the crankshaft level in the bilge. You would have a starter under water and likely water in the crankcase, least of your concerns would be a gimbal bearing then.

    yeah I would remove the redundant disposable filter replace that section with new hose. some of the antisiphon valves are inside what looks like a barbed fitting so I would just verify you have fuel freely to the fuel tank valve. Have you checked the pump is running while cranking? not sure...

    So if you havent run it before investing a bunch into it I would pressure test the cooling system on the block. just block off the water in and out hoses to the block and rig up fittings to fit compressed air it should hold 15 psi or so.

    yes you have to separate the rubber bellows/exhaust connector from the elbow. Usually over years of heat the rubber gets stiff and it sticks to the elbow so some persuasion is needed.... loosen the upper clamps on the rubber drop them down and stick a flat screw driver pick etc to get the rubber...

    Verify the firing order and that you are timing it on tdc of compression stroke vs tdc of exhaust stroke. loosen distributor and turn it while cranking to see if you can get it to stay running

    Yes it is a Chevy 6. Merc used several sizes over the years ,most common was the 250 cid 165 hp. was also available in earlier 230 cid/150 hp and later taller deck 292 cube models.     Yes the check valves flow from tank through pump to carb. The diaphragms in that pump are fine unless the check valves are bad pump should work. given you found the pick up tube was molested and goobered back together I’d start there
