    When I'm checking an engine for fuel in the carbs I tilt the engine all the way up to the tilt limit then pump the bulb, fuel should run out of the carbs - if it does I tilt it back down and start it.

    Don't use starter fluid in that motor, use gas at 50:1 oil mix; replace the fuel pump diaphragm for your first fix. Are you pumping the fuel bulb to prime the carbs?

    Connecting the battery backwards for just a second will also fry them. The marine batteries I've had came with wing nuts (?) to attach the cables - I replace them with SS Nylock nuts that don't come loose or corrode.

    What is the year/serial Nr. of this motor? If it's the encapsulated type it's going to be hard to give the number of turns without destroying it, might as well use a good one.

    When the motor is running @ 4000rpms you should be getting around 13.5v this is how you check its operation, I don't know anything about the CDI unit the one in the schematic is a Mercury part /old/ Nr. 88825A7 have you looked on the CDI site to identify those components?

    It could be the upper shift shaft (in the driveshaft housing) is is corroded and bends while shifting (happened to me); maybe someone was shifting it into reverse while the engine wasn't running and twisted the shiftshaft internally or..the reverse lock cam is out of phase....the reverse lock...

    Use dish soap it washes out of the pump, grease can be absorbed by the rubber; who knows what effect it has.

    I think one is the throttle detent ball screw if you turn it in it makes it harder to shift out of neutral, the other one decreases or increases the throttle resistance.
