    Yes this can be confusing.-----A boat with a 15" transom requires a motor deemed to be a " short shaft "------And a 20" transom is for a " long shaft motor.------It has really nothing to do with the actual length of the round shaft called the DRIVESHAFT !!!

    You are sure that it is not the wrap spring that is slipping ???-----The 28 HP ( 62 to 64 ) used the same props as the 40 HP.----But prop selection depends on the boat and for yours the 11" pitch is what I would start with.--Your location ?

    On outboards the throttle plate has calibrated openings.-----This lets the correct amount of air ( and fuel ) through.-----That way they can idle all day long with proper lubrication.----Timing is what controls idle RPM.

    The weedless drive is at an angle.-----So some of the power pushes UP and not FORWARD.

    They run surprisingly well on 1 cylinder.----Post the results of a compression test.---Are both carburetors confirmed clean ?----Red lever on electric primer valve in the correct position ?--- -How did this motor run for you last season ?

    Serial # of the motor ?-----If it is a 2 stroke there may not be a cylinder head on it.

    A 135 HP was biggest Johnson in 1975.------I think he meant to type 1995 model !

    Besides jumping all over the carburetors , what other trouble shooting has been done?----How did this motor run for you last season ?

    I can not touch , see or hear your motor.-----You have to do the work or learn how to do it.----Might not be easy or affordable to get a shop to work on it.

    They warm up quickly if thermostat is installed and working properly.----There is no reason for them to not like the cold !

    Sounds like it is running on 2 of 3 cylinders.---Are carburetors clean ?----Does spark jump a gap of 3/8" (1 cm ) on each lead ?----And post you actual compression values.----Checked flywheel key ?--Checked reed valves ?------Do not run the motor if carburetors and jets are not confirmed...

    Turn carburetor upside down.-----Float should be even / parallel with joint.-----What is your motor doing / not doing ?
