    Try adding a squeeze ball in the fuel line like they use on outboard motors. When it acts up, check the ball, if not collapsed pumpnit and see ir the engine comes back to life. If it does, you have a pickup or pump issue.

    Ask the owner what was repaired...being an aluminum transom it woukd not be rotted wood. Crawl under and look for damaged or missing rivets. If all looks good then check the motor carefully, that could be the expensive part if there is an issue.

    Without the ignition on, put in gear and manually turn prop...is it engaged ? If so it might be a bad prop hub, have saw brand new ones that don't work, so check that out. Have to ask...what is a rubber duck ?? Been around boats for over 60 yrs, never heard that term !!
