    How did you determine that? Just because it cranks doesn’t mean it good. Starter has min. rpm to spec I thought my starter was fine until I replaced with new. The cranking rpm of the new starter was noticeably faster. Made a heck of a difference in the way the motor starts

    Put a meter on your battery terminals then start the boat. Bet voltages drops below 12 volts with the starter turning Better yet, put a meter on the power cord at the back of the unit.
