    A very worn engine is never going to run very well. With the Compression Numbers you posted, I doubt it will even start/run when on a Boat in the Water. Perhaps all the rings are stuck. Tilt the engine up as far as it will go and secure it up. Get some Mercury/Quicksilver Power Tune or BRP...

    Have you checked all the parts in the Valve Train? Are the Heads the same? What about Induction System? Do the 2 engines have the same WOT Rpm range?
