    When you set the breaker points at 0.020" the spark timing will be correct.-----There are no other adjustments except for throttle plate opening at the correct time.

    That model was NEVER offered as a 15 HP.---Only one carburetor ever offered.---------The newer 9.9 / 15 HP shared the same block.------There is the mistaken belief that you can make any 9.5 / 9.9 into a 15 with a bigger carburetor jet.------ 9.5 HP typically used a 0.049" orifice plug ( AKA jet )

    Looks to be from the Edmonton area.-------With a boat like that you will save gasoline.------You will do more talking at the ramp with new friends than actually boating.----Looks like it had a Johnson / Evinrude 35 / 40 HP on it from around 1960.

    Checked the flywheel key ?-----Nozzle gaskets in place?-----Timing on these motors is " fixed " for the life of the motor.----Careful if you decide it needs adjusting !!!

    Is there a seal at the top of the crankshaft ?-----Looks like a " club fisted " individual has been in there trying to remove the seal at some time.----Joint on that collar is slightly " open " for some strange reason.----Usually that joint is not visible.

    Check the number / size of the high speed jet.----Possible someone opened it up to try and make a 15 HP out of it.

    Remove wire from the ELECTRIC PRIMER VALVE ( red lever thingy ) and see what happens.

    Test run with another tank and hose.-----And perhaps there is an issue with crankcase pressure to drive the fuel pump.

    Use valve grinding compound to clean up and match the tapers.-----Fact for you.-----The key lines it up for proper timing of magnets and breaker point opening.-----The flywheel is driven by the matching tapers.----The tapers lock when nut is torqued.-----Assemble the tapers CLEAN and DRY.

    Forward works because when removed in NEUTRAL the lower unit jumps into forward when you sneeze.----Then the mismatch when assembling.-----If you remove in neutral , you have to make 100% sure lower is in neutral when assembling.

    Check / replace fuel pump diaphragm.-----Inspect float and float valve.-------Agreed the 9.5 is not very fuel efficient compare to a 1984 model 9.9 / 15 HP or a 4 stroke.-----But you can carry that 9.5 at about 60 lbs.
