The picture on the right is correct.-----And just so you know it can be started in gear !!----The red mechanism prevent starting when THROTTLE is open too far.
People take thermostats out when they do not know and are desperate !----Are you testing in a bucket or with boat floating in the water ?-----Maybe the tell tale hose is plugged , have you tried to clean it and fittings ??
