    That is a " gas filled " tilt assist cylinder.----Perhaps the gas has leaked out.-----Power trim / tilt is easy to swap in.----Find a donor motor.

    See the notch where the bolt comes out of the cap.-----There is a corresponding spot on the starter housing that fits in there.----Post a picture of the bottom of that housing.-----Do an ohm test on armature too.

    But good spark can jump a gap of 5/16" so why would a bit of corrosion stop it ??-----Good tools and simple testing makes outboard repair easy.

    There are many folks now realizing how good the 9.9 / 15 HP Johnson / Evinrude 2 strokes are.------They can be lifted by an older person.----Stored in almost any position.----Run smooth if in good condition.

    Charge the battery.----Clean the connections.-----Load test the battery.----Inspect starter motor internals.-----No money spent things to do.

    Make it out of 1/2" aluminum plate.----Shine it up or powder coat it for lasting beauty.

    On more than one occasion have I seen the bottom of those coils burn through.----Spark takes path of least resistance and jumps to ground.----Does not want to jump gap in plug as it takes more effort to do so !

    Why make it difficult !!----I can not see your housing.-----Sometimes the pin is hammered in.-----Others may remove the pin.-----Just put a pin in there somehow to put the bushing in the right position !

    How do I disconnect the shift rod on a 1996 Evinrude 88 SPL

    Pair of pliers is all that is required.------Find the hitch pin on the lever that goes below the bottom carburetor.----Remove that hitch pin.-----Push that shaft to port side of the motor and rotate.-----Shift rod is now disconnected.

    Do a full inspection before spending beer tokens.----Don't overlook the o-ring on the shift rod if you reseal the gearcase.

    There was a pin in the upper housing !-----The purpose is to locate that bushing for proper operation of the lubrication grooves !----It keeps it from spinning but main purpose is for lubrication.----Just drill a hole press in a pin near the original pin and assemble

    We know what the starter looks like.----Perhaps inspect the cap with brushes and make sure it is assembled correctly.-----There is a notch in the cap I believe.----And a mark on the body of starter
