The 70 HP models have orange wires from the CDI unit.-----The 55 and 60 HP motors have the blue wire.----When you post the wrong information how can you expect correct answers !
No that is not a ground.-----The orange wire from the CDI / amplifier goes there !----The metal strap is the ground.----And I do not believe you have a 70 HP motor either.-----Perhaps a 1968 / 69 model 55 HP or a 1970 / 71 model 60 HP.
The rubber friction disc drives the wheels and not the auger.----I do not believe the friction disc can even drive the auger.----Too much load and that disc would slip.-----Old and simple drive concept that was on the Ariens machines 50 years ago.

Many boats in Ontario stay in the water all winter.------But you have to make sure that the ice eaters / bubbler are checked on a regular basis.-----Or equip these things with alarms.
The impeller blocks water flow to the motor when it is not turning !-------And cooling water is discharged to the exhaust when motor is running.-----If there is no water in the engine the exhaust will come out the thermostat hole if that is open.
