    There is a strong spring on the clutch dog.-----It takes quite a bit of effort to turn the shift rod CCW to get neutral.----Use a visegrip.

    Check the flywheel key.-----But timing is fixed at the factory.----And if bottom cylinder runs fine the timing for top cylinder will be ok.

    Your location ?----I totally understand why you are working on this thing.----Most shops refuse to work on these SIMPLE lower units.------They are so easy to diagnose and repair in my opinion.-----If in Canada then ----evinrudeparts.ca-----might help you with parts.

    Gone are the days where you could walk into the parts store and get a new " sealed beam " head light.-----It was $6.95 either for a 2 lamp or 4 lamp system.----Now it can be up to $2000 or more + labor for a new unit on some cars.-----Seems that new car buyers are not concerned with cost of repairs.

    18-3007 or factory 47-89983T ??----Factory is best option in my opinion.----Which one did you order ?-----And yes you have to bend the vanes to get them in the housing !

    Part # of the new impeller ?-----Looks correct to me.-----Vanes on new impellers are not bent like old impellers !!
