    Those screws ( in red circle ) hold the reed boxes.----So you might have to look into that and replace those 4 gaskets.----That hole with the " missing bolt " might not be used for your year.-----I believe that hole was used for a shift pivot bolt on the 73 to 77 V-4 models.

    Oil that has been in a gearcase for 30 years works the same as if you put it in yesterday.-----The gearcase is a sealed container.

    Some simple things to do.-------Try operating the manual fuel pump.-----Test run with another hose and tank.-----Replace impeller.-----Check flywheel key.------Check wiring from under flywheel to the powerpack.

    This is becoming difficult.----Are you holding the shift rod in the reverse detent ( vicegrip ) while giving the driveshaft a full turn ?
