    Did you put the correct Jets in it? The correct yr Carbs? All 70 carbs aren't the same. Wrong Gasket on top if it's plastic top? or is it a metal carb? Primer leaking?

    Depends on the year of the motor. On early 9.9/15 hp motors that went on the top of the drive shaft. Later models had 2 seals incorporated in the lower crankcase seal, So the o ring was no longer required. If it is required you will have a groove at the top of the shaft.

    Fuel pump or Primer? If its the primer replace the diaphragm. If its the pump side make sure you used the correct gaskets.
