    Checked the flywheel key ?-----Open low speed mixture screw 1/4 turn at a time and test run.----Does spark jump a gap of 3/8" on a test device ??

    In gear and on muffs is still the same as neutral.----The prop does not need to do any work moving a bit of air !----Does spark jump a gap of 3/8" on each lead ?----Fuel pump diaphragm checked ?----And you can not find a sheared key using a timing light !

    Perhaps a MERCRUISER on this boat.----Post pictures of this " outboard ".-----Once a CD unit is 3 years old it is " used " but will likely operate fine for 20 more years if not molested.

    In order to stop the motor the black / yellow stripe must go to ground.

    Neutral safety switch has to do with the starter only.-----Look for a black / yellow stripe wire.----Perhaps it is disconnected somewhere.

    Just looked at a 1974 model 40 HP.---Yes, same water tube part # .----Clearly it comes out the top.----Should not be a struggle to remove it.

    Pull off the top plug wire.-----Try and start the motor.-----Repeat with other cylinder.-----Checked reed valves ?----Checked flywheel key ?

    Johnson 90 hp fuel line connection

    Correct that is the oil line going to the VRO unit.----Perhaps it was properly converted with a conventional pump mounted directly over the pulse port.-----Fuel pump would be small and mounted directly in front of starter.----Do the compression test.---Post the actual values here.
