    Usually coils under the flywheel charge the battery.-----Read voltage on battery with motor not running.-----Read voltage on battery with motor at fast idle.

    After removing the aluminum, you need to check and make sure cylinder is still round.

    An 89 would have 2 carburetors !----I doubt there are 4 PUMPS on this motor.------So stop guessing and post some pictures !

    Vapor separating tank------Your motor does not have that item !

    Step #2 would be to determine the cause of the failure and make correction.-----Otherwise it will fail again in short order.

    I think these use the 3/8-16 NC thread.----So not a fine thread !

    I do not like the drain plugs that need an Allen wrench either.-----Using a small punch will remove this screw !

    I doubt that the drain screw is a pipe thread !!!-----And the screw has a gasket , doubt that PB blaster will help here !

    Open low speed mixture screws 1/4 turn at a time.----Test run.

    Use an impact screwdriver to get the drain plug out.-----Or use a small punch on the drain screw.----Filling a gearcase from the top is a common mistake.----Do not run this motor until you verify good gear oil in the lower unit !
