    That hose is the crankcase vent that is supposed to be plugged in to the air intake box. There should be a nipple or a hole where the hose fits.

    Lower drive shaft seal wear.

    The worn area can be repaired with a Speedy Sleeve which can be purchased at any bearing supply or even a NAPA store. If you can measure it it should be around .875. The sleeves are stainless and do not wear out. They come with an installation kit but great care has to be used not to damage it .

    You need to clean the carburetor. Most times the gaskets are reusable if this is a down draft carburetor. The idle metering screw is always 1.5 turns from seated. Most times 1-1.5 turns on the stop screw. Anything more than this is not right.

    VP 280 no reverse

    Put the control in neutral, remove the cotter pin from the brass trunnion. With the drive in neutral rotate the trunnion until it centers in the stainless lever. If it still does not move enough for reverse then the cable itself may be the problem or the control box.
