    if the kill wires are not grounded anywhere or touch themselves it will have no impact on ignition. "clean looking carbs" are not enough. you must check , purge, blow all passages with carb cleaner and air . float should be level with the casing when upside down do not use carb...

    If not reversed at the coils the top plug wire should have a crimped band next to the boot markes TOP. 25902D son of RD models.. easy to service . you will have to check your GC oil for water intrusion. the impeller should be replaced

    Johnson Outboard 9.5 1973 9R73B can hardly pull start with spark plugs in but with plugs removed pulls very easy

    as per leroy's the carb on these must be real clean.... as you progress to a happy ending... you may want to check timing, electricals etc.... lots of good utubes available for you . here is one on timing and a note adjuting the cam follower...

    I can't see deep creep locking up things if not the GC.... something serious (internal) may have happenned ??? could the FW be snagging on a coil ?? pull it see if you can turn the crankshaft with just the nut on
