    So you said that it revs freely in neutral, but bogs in gear on the flusher? If so, that is unusual as the flusher unlike running in a barrel, provides no load on the engine. Perhaps there is a load in the gearcase, like a bad propshaft bearing? Just a SWAG.

    Try lifting with both hands, It can be difficult. If still no lift, loosen the hydraulic lines at the pump. Loosening them at the cylinders risks stripping them, as they strip there very easily.

    In your picture 1 there is a manual tilt lock. Underneath that is a grease fitting for swivel. You may need to tap it down with a plastic hammer.

    With the motor at full tilt, the lock should rotate to contact the transom clamp. Mine was not as corroded as yours, but took a couple of taps from a plastic hammer to move it, since it had not been used for a long time.
