1985 Mercury 85hp (4 cyl) runs great for 20 minutes then boggs down

Gee, I would expect the idle pickup timing to be 0-9*ATDC and max spark advance to be 21* BTDC, as is standard for all ADI motors. The 32* spark advance was for 1960s magneto ignitions, if I remember correctly.

    Oceanside to Avalon

A 270 * course is due west. If either of those places are on the California coast, and you sail west...., of course as Columbus said, you will eventually be sailing east.

Lower mounting bolts were 1/2" fine thread grade 8 steel.

    Lower mount bolts

Normally rubber mounts are the way to go. Solid mounts are for racing motors. Sierra makes them, although I had a hard time finding them. The web can help. After market were $50 each. Make sure to match bolt strength. My upper mounting bolts were 7/16, fine thread grade 8 steel bolts.

    high idle

Not sure what you are asking. The cold start lever should move down and stay there, if working properly. If not, there is some sort of issue with controller or motor adjustment.

    Voltage Regulator Problem

The VR has no role in the ign system. The only issue is whether she has enough battery voltage to turn the starter. Pull start should work, even with a dead battery. If the VR is not charging, it can be wires broken or corroded, bad stator or bad VR. No way to tell from here.

    high idle

Well, the cold start lever should be able to stay down. It could be an issue in the control, like dirt, or the control cables could be misadjusted. With the cold start up, the control will not usually allow the throttle to be pushed forward. Disconnect the throttle cable at the engine and...

    Voltage Regulator Problem

Your motor does not use any battery power for the ignition. It only uses battery power for the starter and any accessories, gauges trim, etc. So as long as the motor is running, it will run until the fuel runs out. VRs can go bad. See if you can see any burn marks on the circuit board. A...

    Tach for Merc outboard

There certainly are resistance specs for stator coils. I do not know what they are for your stator. As long as it is not open or shorted, it is probably good. On some of those manual start motors, the stator is really a lighting coil. Expected to run some lights only. I am not sure how that...

Older Merc 150 2 stroke really rough below 3000 RPM

When he says "ethanol damaged" carbs, I hope he means dirty carbs. When you first run gasoline + ethanol, it cleans the fuel system and this loosened dirt can get into the carbs if the filters are missing or damaged. After the first use of gas + ethanol, it has no effect on the carbs...

usually 1/2 plywood is all you need. I would recommend you seal all the plywood surfaces with spar urethane or at least marine varnish. Polyester resin is better than both of those, but you may not have it around.
