    Rebuild the waterpump and install new thermostats. The poppit valve opens under pressure, so if the pressure of the waterpump is at the threshold of poppit opening, the gauge could show up and down water pressure. A new waterpump should solve this.

    Any indoor-outdoor mastic will work fine. I use the stuff from the home despot. Obviously the latex kind will need dry weather for a while after installation. The oil based mastic will set up in damper weather.

    That motor will have a neutral safety switch mounted on the motor. I forget exactly where it is, but look on the shift linkage. You might trace the wire from the primary solenoid winding to the neutral safety switch.

    When you say inboard, you really mean I/O right? If so, I would suggest the power steering system has an issue. Is the fluid level correct? Does the PS pump turn smoothly when the engine is running?

    Ease of epoxy? Not sure what that means. Poly resin can harden in minutes if you mix it correctly. Epoxy can take hours, especially in cold weather. That will slow down your rebuild. Amazon has gallons of poly resin for $40. Your boat was made with poly resin. Why is it you need epoxy?

    I believe some Bayliners with V-P outdrives have left handed props. You would adjust them the opposite way from MerCruisers, which have right handed props. Also trim position of the outdrive or outboard makes a difference. Have you tried trimming up?

    I/Os usually need ign power to feed the CDI unit or coil. That serves as ign accessory on that ign switch, as they do not have a dedicated accessory wire.

    Yes, there are only about 10 Mercury OB keys. If you open the control, the key code is usually written on the ign keyswitch. Alternatively, you can take the rig to the Mercury Dealer, and he will try each key until he finds a match.
