    I doubt new trim assembly would help if the motors do not turn up or down on their own by applying Bat & Grd on blue and green wires to the motors. better find out why first. at least do a measurement of OHMs on the motor side. IF open look for broken wires or.... motor likely...

    can't explain the carb needle shut issue but are you tiller and engine side gears aligned properly tooth 1 to tooth 1 sound like linkage is messed up at tiller SLOW the cam and cam follower should be at minimum contact then START the cam follower should just start to line...

    some folks do ad a bit of oil in the fuel at a 200/1 ratio it helps injectors from rusting , fuel pump etc... and does not cause any problems store it/run it with 2+4D fuel saver and run some Evinrude Carbon Guard search Oly's brew on the ETECweb site

    no need to replace pump parts ... common square pumps will work fine and usually cheaper than parts !!! . if it is a pump issue ex; main diaphragm some folk use nitrile glove or sheets to cut a good pieces out and replace the pump diaphragm or you can thread the side cover...

    My last batch of Chinese pumps (5) are bad and do not pump fuel ...I have one on a modified 1956 10hp and I have the exact symptom you have. I have ordered a couple of B&S round pumps to replace the square ones as in this picture

    you could always try counting turns and unscrewing the idle screws and blow some carb cleaner to dislodge any crud reinstall the LS screw with same count same on the bolts at the bottom of the carbs remove and push a fine monofilament in the hidden jets blow out with carb cleaner...

    make certain the fuel pump is doing it's job.... if pumping the bulb helps stabilize things I would work on the pump before digging in.

    corrected... yep J have carb E have injectors according to the parts place.... confirm the mdl # !! 1998 v4 had carbs (see pic) certain you have a 99 version ??

    sounds impossible to have run for 50 years with no water flow ??? pass Plant inspections (several) and not lock up after 10 minutes on the water back in the 60's or whenever that housing was installed does not make sense 80-90 psi for 9.5 seems extremely good for a motor...
