    If the inspection officers never heard of a thru hull oil drain, then they are not as well experienced as they should be. Those have been around for quite a while. Aftermarket ones replace the drain plug on the oil pan and are routed out the garboard drain, when you want to change the oil.

    If carb or EFI motor, expect about 50::1 gasoline to oil. So about 3 qts per 40 Gal gasoline.

    Did you have the distributor out of the block? Have you checked your timing? Make sure spark happens when the valves are closed for that cylinder.

    Starter issues

    Starter windings are generally not fused, as they can take 150Amps or so. The solenoid primary winding is fused, but takes 10amps or less. So either you wired the starter thru the fuse, or you have wired the solenoid incorrectly, say a dead short when you turn the key.

    Check fuel pump diaphragm. If they leak, raw fuel is introduced into the crankcase, flooding a cylinder and into the exhaust, which shows up in the water.

    The top cylinder has enough compression to allow the engine to run normally. That is not your problem. Spark must jump a 3/8 air gap. Are you sure about the resistance of those spark plug wires? That seems like very excessive resistance.

    Distributor pully is on tapered shaft and has a woodruff key. Pry up gently with a screwdriver and tap the loosened nut and she should pop off. Coil is held in distributor body with 2 screws and sheet metal clamps.
