    You need to see where the fuel comes from. Likely the carbs. A lot of those vintage motors have plastic carb bowls that warp and leak. However, it is perfectly normal to rebuild the carbs, even with good bowls, periodically as the floats and inlet needles can leak, causing what you are seeing.

    Fuel connectors

    Remember not to use a shop vacuum (or any vacuum) to remove gasoline or debris inside the tank. Vacuums have exposed electrical brushes that arc, and often cause explosions when used near volatile fumes.

    Aftermarket decals are available on ebay and amazon. You could get OEM style or put together a custom look. The nasty brown decal can come off with a heat gun and putty knife. How about a nice white or silver "Mercury" on the black wrap cowl?

    You can put ablative antifouling paint over non-ablative paint or ablative paint. You cannot put non-ablative paint over ablative paint, or it will fall off.

    Fuel connectors

    You could remove the fuel level sender and have a look at the inside. You need a ground wire on the fuel sender tang for both safety and to make the gas gauge work.
