    Not an OB guy, but seeing a bit of fuel on the water would not be surprising with a motor not running right. If its not burning all the fuel, as in flooding Look in to the carb, see if the fuel pump is working fuel pump

    WOuld like to know if it changes any during the cycle. If the 5V circuit goes below 5V then it can throw all kinds of problems within the ECM. One bad sensor drawing to much current can throw things off

    Something is overloading/overheating and tripping. While I'm all for watching real data, just don't see how you have enough time to see data to determine what is happening currently. Measure the 12V and 5V readings to see if they change any during the cycle. It may very well be the ECM but...

    The VIN is actually a HIN (hull ID number) but doesn't help with the motor Do see some gunk but not a lot

    Yes IMO Pumps lay on the storage shelves for years and are good. Only issue giving it many years of time would be rubber breaking down. Or if stored in humid area, rust

    Not the fuel pump so much as the fuel lines might be collapsing internally. They may also be flaking pieces off. With it sitting so long it might have issues with gumming up from the old gas sitting so long. Don't know the serial number so unable to look up the parts. Check the fuel pressure

    Don't know enough bout the motor, but I would suggest taking the fuel system apart and clean it. Many of the old watercraft had issues with the fuel lines and they needed the lines replaced

    The fuel pump shouldn't have any fuel stay in it, it should all drain or evaporate out. They can get gummed up by old fuel staying in it in the lines connected to it

    Having a 555 ECM means there is no paper clip option If it won't build pressure I would look at the fuel pressure regulator, item 13 https://www.mercruiserparts.com/bam/subassembly/31504/12839/60 Check fuel pressure at the rail, should read 43 psi. If fuel pressure is real low then it won't...
