    Should not matter if the pump is full or empty of fluid with the motor OFF. The steering should be easy enough either way Is the flats on the ram straight up and down as in the pic (Fig d)?

    The bubble shouldn't be the issue with running. Only if there were a lot of bubbles it would effect running. I couple small bubbles every once in a while I wouldn't think much of. More then that, might be the pump diaphragm, hose fitting or hose clamp

    Pull plug 1 and see if its wet. Can also spin the motor over without the plug to see if anything spits out

    Scanners cab be bought but there not cheap. Its either Techmate Pro or Diacom software all by Rinda https://www.rinda.com/marine/marinemenu.htm Don't think a tune up will fix the current issue, but wouldn't hurt Can check fuel pressure easy enough by renting a gauge from the local auro parts...

    Being a 310 its a 7.4 MPI, thanks for the serial number Need to get a scanner on the motor to see what the IAC, TPS and MAP show during the surging. Check fuel pressure to see if its a 43 psi running. Then remove the vacuum line and see if it goes up a tad

    Yes I'm thinking carb problems. A mechanical fuel pump won't work good for a while then start messing up and go back to ok later. Might start flooding
