    Your issue is in your post. Compression 90 psi or below is a core motor to be properly rebuilt. Have the block bored/honed, get new pistons and rings

    Until you get a WOT run, you don't have a starting point. When you get the motor broken in. Change the oil and then go for a WOT run. From there you can dial in the prop and not before
