    Follow these steps.----Remove points. -----Back out the little cam screw 1 turn or a little more.---Install points-----TIGHTEN DOWN the screw with that special thin flat washer.----Yes tight.-----Rotate crankshaft to open points and adjust to 0.020" with the cam screw.------You now have them set.

    There is a spot on the intake manifold near the starter motor. .----You put the 1983 model fuel pump there.----It mounts directly over the pulse port ( remove the plug first ) with a gasket and 2 screws ( 10-24 thread ) , then re-arrange hoses.----Plug VRO pulse port.

    You have a bad gauge perhaps.----But I say pull the heads and inspect.----Sounds like a complete rebuild or new motor is in your future.

    The 100 / 80 PSI indicates that the cylinder head needs to come off.----Likely a scored piston / broken piston rings.-----Some will argue but this motor may need a rebuild.----Lucky you if it is a blown head gasket.

    Well a Johnson outboard pump would work well if not better than the factory original.----I see nothing wrong in doing that.

    Some will argue.----I think compression should be around 140 PSI on that motor.

    Not all of them used a solenoid or relay.-----Follow your wiring.----Sometimes a solenoid was only used for UP on those units.----Often that was mounted in a box on the inside of the transom.

    Do a compression test first.---Post the numbers.-----Does spark jump a gap of 3/8" ( 1 cm ) or more on the 3 leads ?----How did the motor run for you last season ?----What happened ?

    The part appears to have an ----" aftermarket look "---- to me.-----So no surprise at all.

    There is a passage way in the cylinder head.----The welch plug has fallen out.----You may be able to remove rear cowling to replace it.----Or pull cylinder head and install new head gasket after the repair.----Your choice.

    1999 Evinrude 90 V4

    The electric primer is a valve.----It opens when you push the key in.----During cranking the fuel pump will push fuel through the valve.---This fuel goes directly into the motor for near instant starting.----That fuel bypasses the metering circuits in the 2 carburetors !
