    I think you have either a key switch that is not making a positive connection, a 10 pin connector with connection issues and /or in conjunction with a oil pressure switch that is intermittently making connection. The oil pressure switch passes 12V and the ground is always there.

    The glass thing appears to be called a sight glass (item 9). Appears to be used prior to using clear tubing. http://www.mercruiserparts.com/bam/subassembly/31737/990/30 If it was mine, I would remove the sight glass and install a barbed fitting with tubing going to the carb.
