    Is this legit?

BTW, half the boat is missing. that used to have a windshield and other bits. you can see the interior is gone as you can see the insides of the gunwales

    Is this legit?

because that boat is most likely rotten and would probably sink. the loss of property is nothing compared to the loss of life. no, a $500 bilgeliner like that would require about $4-5k to make it useable.

Water on top of pistons and rockers

first, welcome aboard second, pull the manifolds and acetone test them for leaks and pressure test your water jacket third, if they pass, measure your riser to SWL. being a 30 year old boat, if your heavy with water, you may be less than the 14" recommended.

350/5.7 Exhaust valve seal leak + low compression

check your pressure gauge. at between 180 and 200 you are reading between 30 and 50 psi higher than when the motor left the factory. that is usually oil in the cylinders or a faulty gauge a rusty valve or seat would give you at least one hole reading low. do a leak-down test as suggested.

    Hull stringer material

starting in 2001 SeaRay started re-designing the hulls to stringer tubs and engineered stringers. however the plexus that they glue it all together with only lasts about 15-20 years. Boats are only meant to last 15-20 years and be replaced.

Throw out the one piece manifolds and water pump?

Merc had nothing to do with GM's motor and pump the old parts are worth scrap only. if you can get $5 worth of scrap, go for it. normally, i just take to work and toss in the mixed metal dumpster

    Merc 7.4l 454 Gen 4 to 5 interchangeable?

the 4200-4600 RPM limit is because of the stock valve train. your outdrive is limited to 5500 RPM in stock configuration a big block can spin 6000 RPM all day long if you want it. however you have to have the right valve train among other things.
