    appears to be witness marks of some seepage past the head gasket at the cooling ports you mentioned the head bolts did not seem to be as tight as you'd expect, perhaps this was the source of water intrusion

    yes, you need an lb/in dial torque wrench, perhaps you could borrow one or take the assy to a local reputable shop that works on mercruiser drives and have them set the rolling torque iirc, the rolling torque spec for USED bearings is 3-7 lb/in, best to try for 5 lb/in
