    first try a shop vac with a soft bristle end. if that doesnt work, some 409 and water rinse will work (assuming the cabinet drains) the "gunk" could be dialectric grease or some other electrical sealant that is now brown

    if you remove the motor, yes, you can tighten the y-pipe. however they dont just loosen up by themselves. check the transom.

    welcome aboard. sounds like you have two issues. the squealing and the steering pulling to the left. check your alternator bearings and power steering pump as well as the belt. regarding the pulling to the left. does the boat list a bit? if it does, could be weight issue, or wet foam issue

    undo steering cable from transom assembly. tie a section of rope onto the end of the cable. undo the steering cable from the helm. pull cable up to helm. you may need a helper connect new cable to rope, pull and push back the other way
